COLLABORATE, STRENGTHEN MONITORING AND EVALUATION MECHANISMS: TFBL Chairperson and Defense Undersecretary Angelito M. De Leon encouraged the government agencies to collaborate, and strengthen their monitoring and evaluation mechanisms in fulfilling Task Force Balik-Loob’s (TFBL) success mission to deliver its services to former rebels (FRs).
Assessing the performance of all agencies implementing the government’s reintegration program for former rebels, a defense senior leader described the program as being on the right path.
"The collaborative spirit and dedication exhibited by all agencies present here reinforced my confidence that we are on the right path. Our mission, which is to support and reintegrate former rebels back into the folds of society, is both noble and challenging," said Undersecretary Angelito M. De Leon, the Chairperson of Task Force Balik-Loob (TFBL), the inter-agency body mandated to welfare of former rebels (FRs) and former violent extremists (FVEs).
Usec. De Leon who is also the Undersecretary for Capability Assessment and Development of the Department of National Defense (DND), addressed officials from lead and partner agencies of the Task Force during the 1st Semester Inter-agency Coordination Meeting of the E-CLIP and Amnesty Program (EAP) Cluster on 05 July 2024 at Ignacio Hall, AFP Officer Candidate School Alumni Association Inc. (OCSAAI) Alumni Center, Camp Gen. Emilio Aguinaldo, Quezon City.
The TFBL Chairperson highlighted the importance of strengthening the government agencies' collaborative mechanisms, and asked for their cooperation to set parameters in measuring the program's success.
"I would like to seek everyone's cooperation for us to commit to a strong monitoring and evaluation framework to track our progress and make data-driven decisions. Also, mention was made on our data-sharing agreement. I think this is a very important thing para malaman talaga natin ang clientele."
Usec. De Leon commended the dedication of the government agencies and noted that the TFBL's mission is both ‘noble and challenging.' He shared President Ferdinand Marcos Jr.'s pronouncements on the AFP Command Conference last July 4 on sustaining the programs for FRs, and ensuring the delivery and fulfillment of the program so as the FRs will not choose to go back to fighting the government.
